A 2m deal is good imo.

They should seal the free ones as quick as possible once the season is over. The Montolivo and Muntari deals should be taken care of as quick as possible. Even the whole Aquilani saga, as well as Maxi. They need to make a decision on what to do with them ASAP.

It should leave the management with a lot of time to come up with a plan for signing some important players.

No club will offer him 4.5m/season after the season he's just had, but I think he can find a club that pays him more than what we're suggesting the club's offering him in his new contract (if there is any). there are some rich, mindless clubs around Europe.
