Danny's right. The sad thing is, when you look at the WCQ attendances, 40,000 would still be very good. Only Germany (52k), France (68k) and England (77k) broke an average of 50k - pretty shokcing really. You had Italy and Spain, top countries, get as low as 18k for a competitive game - I've been to Championship games with better attendances!
