What is the salary cap though? I've also heard of a mythical wage cap...but unless you hear the figures, you don't know for sure.

I don't. Afellay is not an unproven talent. He is a 26 year old attacking midfielder annex winger. Not only he carried PSV to success, but has also been starter for the national team, and has deserved a transfer to FC Barcelona, which is not some a random team. Maher is a different story, while he only has been playing one full season. Exactly an answer to what, by the way?
